After a recent vote, Murphy completed the exciting steps necessary to become a Home Rule City, converting to a Council-Manager form of Government. The City Council meets on the first and third Monday of each month at 7:00 P.M. in the Council Room at the Community Center/City Hall. Agendas are posted 72 hours in advance of the meetings on the bulletin board outside the City Hall doors. The Mayor and City Council members are available to discuss any questions you might have and welcome your interest.
There are three types of City Council meetings:
1. Regular Meetings: All meetings are open and the public is invited to attend. Any citizen may address the City Council on any subject by calling the City Secretary by Wednesday of the preceding week and asking to be placed on the agenda. The Mayor is not required to recognize citizen comment or place the request on the agenda; however, during 'Presentation by Citizens', citizen input is encouraged.
2. Executive Sessions: Occasionally, when it is necessary to discuss personnel, real estate, and or legal matters, meetings are closed to the public. These are discussion meetings only, and no actions can be taken.
3. Public Hearings: Called by the Council, Planning and Zoning, and Board of Adjustments on subjects such as annexation and zoning cases; citizens are invited to speak during a portion of each hearing. Council and commission members ordinarily take notes and may, if they wish, ask and answer questions from the citizen speaking. When all who wish to speak have been heard, the public hearing is closed, further discussion is confined to the Council and the normal format for a regular meeting resumes.
The City Council and the Planning and Zoning Commission work together to regulate and control growth and to moderate its impact on such systems as utilities, finance, land use, fire and police protection, public safety, and jurisdictional considerations. Landscaping and esthetics of new development are major considerations in their decisions. A city planning consultant is under contract to assist in these tasks, to ensure conformance with good planning practice.
The Mayor and Council are part-time, elected volunteer officials. Meetings are sometimes changed to fit work schedules. Check the City Bulletin Board at the entrance to City Hall if you need information about a meeting time or place. The City encourages active participation in the many activities that help to expedite and channel the City’s growth.
